Seems to me wrong software version for the type of sim card.
Sim card type/version must be compatible for the software you use, otherwise you will see the menu, tuner etc. but no (tv) channels due the decoding/encoding.

But i think, if you play a movie file from the hdd or usb stick you should see the picture.

Hmm first you gave the impression that it happened after you have flashed a image file, and now it seemed happened after bad weather, and assuming after flashed a image file not has helped, correct?.

Assuming you have tried some things as again flashed with another version image file as
openpli sim2.10, which not helped, and assuming that you dish system is working good then it could be a hardware issue.
For more about this see this hdmi information, it's from the dm500hd but basically the same as for the dm800se.

However, I'm not sure with the symptoms between the dm800se, or the dm800se v2.
In any case be sure you use the right software, if you have the dm800se v2 you need other software.

I have Sunray Sr4 with same problem above to fix, does not play at all, no picture no sound nothing, the tuner is ok tested 100% on other box, other tuner was tested here same problem, the box show the menu and the rest, but does not play, nothing black screen, tested IPTV is well nothing, on OpenPli i get the message: No data on transponder timeout reading pat, just installed other image now nothing at all, tested many images same problem, maybe worried this is problem in CPU, can not be fixed, if any anyone had this problem, or know anything about this please advise, Thanks.

Check the main voltages if they are present and correct.
More about this, see this info, dm800se-fault-finding-vdc-measurements.

Other test could be, see if you get a picture and sound trough the web browser, just check the ip from the box in the settings, network and use that ip in your browser.

Well, hdmi problems often arise by the cpu, not the cpu itself, but the solder balls under the cpu which are mostly become outdated.
Preheating (re-flowing) works in some cases if you are lucky because the problem is that you also heat the other 900+ solder balls and can bring new problems to even a dead box.

The reflow process must be done in stages, bit by bit to a maximum of 217 degrees, this highest value may take a few seconds and the whole process must be done without pop corned the cpu, if it become popcorning due to high heath, then it's mostly the end, same as the motherboard under the cpu which may become damaged.
Also, the motherboard must be absolutely flat, otherwise there is a risk that the solder balls may create a short circuit with the other balls when they are liquid.

Better is to remove the cpu and provide with new solder balls which is called re-balling.
Nevertheless it's not really a job for a beginner, because it requires experience and the necessary tools.
Better is to find someone with these nowlidge and are whiling to preform with less cost.

However, be aware that the cpu can only handle 3 times the heating process with less of risk to damage the cpu itself.
Normally it cost already 3 stages for re-balling, 1 the removal, 2 re-balling, 3 replacing the cpu.
If you choose to re-flowing the cpu than it's normally not advisable to re-ball it afterwards.
